I personally think they all happen at the same time "by instinct" as you
gain more experience. But there are two critical moments when we should pay
extra attention to the ball, one being the moment your opponent hit the ball
(as you said in your post); the other is the moment the ball bounces on
your side of court (if you don't volley). The second one becomes extra
critical when your opponent puts more spin on the ball.
Regarding steps, you pretty much can tell which direction you should move at
moment one (opponent striking). But your shot preparation is more dependent
on moment two (ground bounce). You can prepare early only if you're very
familiar with the spin pattern of your opponent.
